I haven't seen the characters Bill and Ben before. They kind of look like Burt and Ernie from Sesame Street.
Bill and Ben are childrens characters in an early childrens TV programme, in the middle of them is Little Weed. Bill and Ben were flower pot men, and lived down the bottom of a farmers garden. Wonderful programme, I used to watch it all the time when I was a child.
Weed? WEED!
